Bhiwandi's Building Collapses Are a Warning: Why 'Audited' Doesn't Mean 'Safe


Bhiwandi has again made it to the headlines for a very unfortunate reason; with the fall of night, a building came down as if it were a bungalow of cards blown by wind. Still, in this case the main culprit isn't wind; it's fundamentally wrong inspections and consistent negligence by people who call it “Home”. A building comes down sometimes with warning cracks that residents had reported for years, sometimes without any visible sign at all. And almost every time, the same unsettling detail surfaces afterwards: the structure had, at some point, been "audited."

The word “audited” has become one of the most misused terms in Indian real estate. It sits on compliance certificates, gets flashed at housing society meetings, and gives residents a false sense of assurance & satisfaction. But as Bhiwandi's collapse history shows again and again, a stamped audit report is not the same as a safe building.

A Pan-India Issue: Unauthorised Dream Homes.

Almost every middle-class family today in India aspires to be in an organised urban ghetto. Still, a main obstacle between their dreams and reality is the ever-increasing price of real estate. To overcome this primary challenge, they incline towards smaller towns and suburbs where more than half of the structures lack official legal sanction.

Since these structures are unauthorised, minimal supervision is involved, paired with maximum use of non-standard materials & additions made without proper Structural Audits & Engineering Approvals.

Apart from the duration these buildings have survived, it's also important to assess their technical & structural compliance, as most of them lack it. Despite being listed as C1 (needing immediate evacuation) by local authorities for years, occupancy continues. Hence, there is a huge gap between on-paper and on-site structural audits in India.

The word “ Audited” hides more than it reveals.

For ordinary people, "audited" simply means someone official looked at the building and signed off on it. In practice, the term covers a very wide range of strategies, from stringent to barely more than a walkthrough. A proper structural audit isn't a walkthrough with a clipboard. It's a systematic assortment of visual survey, non-destructive testing, material sampling, and engineering analysis, culminating in a clear picture of the structure's current condition, remaining service life, and the work required. For housing societies, it's a statutory prerequisite in many states. For corporates, it's a risk management decision. For insurers and lenders, it's a provision. The audit report, when done right, becomes a reference document that guides maintenance decisions for years.

What difference does a Genuine Structural Audit make?

A preliminary site inspection involves an engineer roaming through the property, noting visible cracks, dampness, or spalling, and issuing a report based on observation alone. It's fast, inexpensive, and critically incomplete. Corrosion inside reinforcement bars, loss of concrete strength, or foundation settlement rarely show themselves on the surface until the damage is advanced.

A genuine structural audit goes several steps further. It incorporates visual assessment with instrument-based testing to assess what's actually happening inside the structure, not just what's visible.

Why do “Audited” Structures collapse?

Recurring failures in conducting genuine structural audits, similar to the case of the Bhiwandi Building Collapse, are now coming to the surface. During the BNCMC official inspection conducted on April 22, it was allegedly found that labourers were breaking and repairing a cracked pillar, which was temporarily supported with a wooden prop.

Red flags of Low Quality Audits :

  • 1. Limited Sampling: Upon testing only a few Columns & beams, arriving at a conclusion that fits all floors and wings of a Building.
  • 2. No testing kit used: reports are based purely on eyeballing, with no rebound hammer, cover meter, or corrosion mapping involved.
  • 3. Ignoring load-bearing capacity assessment: audits that flag cosmetic damage but never calculate whether the structure can still safely carry its design load.

Along with these, there are many other fundamental issues involved in conducting a Structural audit, which are enough to give an “OK TESTED” stamp to these structures present in populated and underdeveloped areas. Also, most Structural Audit Consultants in such areas don't bother to officially dedicate much time to such projects, as most of them are unauthorised, and in some cases there is also undue pressure by the local politicians present in these areas & this exactly is a major non-technical hurdle faced by a lot of Structural Audit Consultants in India.

NDT (Non-Destructive Testing): An inseparable part of a real Structural Audit.

Non-Destructive Testing is the component that separates an authentic Structural Audit from an Observable Examination. As its name suggests, this method reviews the internal condition of the concrete and steel without causing any visible damage to the structure.

Some of the core NDT methods used in a thorough audit include:

  • Rebound Hammer Test — estimates the surface hardness and approximate compressive strength of concrete.
  • Ultrasonic Pulse Velocity (UPV) Test — detects voids, cracks, and inconsistencies within the concrete mass.
  • Half-Cell Potential Test — identifies the extent and probability of reinforcement corrosion.
  • Carbonation Test — measures how far carbonation has progressed into the concrete, a key indicator of long-term durability loss.
  • Cover Meter Survey — verifies the depth and spacing of reinforcement bars against original design specifications.
  • Core Sampling — extracts physical concrete samples for lab-verified strength testing where deeper doubt exists.

These methods, if used correctly, can make a huge difference in the Structural Audits conducted across India, and if they were properly implemented from the initial stages, many such unfortunate incidents could've been reduced or, ideally, eliminated. NDT can shed light on multiple aspects, ranging from internal concrete strength, hidden corrosion, voids/delamination, and carbonation depth to rebar placement accuracy and true residual life via core sampling. This will ensure that the “Audit is Safe and Reliable”.

Is Your Building Craving A Proper Structural Audit?

Even a previously "audited" building can develop new risk factors. Residents and society committees should watch for:

  • Fresh or widening cracks in beams, columns, or slabs
  • Water seepage or dampness that keeps reappearing after repair
  • Rusted reinforcement visible through spalled concrete (concrete cancer)
  • Sagging or vibration in floors and staircases
  • Any audit older than 3–5 years, especially in coastal or monsoon-heavy regions

If any of these signs are present, it's time for a fresh, testing-based structural audit, not a reassurance based on an old certificate.

A Lesson To Take Up: Accurate Safe Audits

The Bhiwandi Building Collapse has once again shown the real gap that still exists even today in a sensitive and necessary obligation of Structural Audits in India. On a positive note, the Government is now tightening regulations for these inspections. Most municipal guidelines recommend a structural audit every 5 years for buildings older than 15–20 years, and more frequently for structures showing visible distress or located in coastal/high-monsoon zones.
